There was a bug in 13.2 if I remember correctly that caused this behaviour for me when syncing to my NAS.
Other users reported it as well and 13.3 fixed the issue for us.

Thinking about this maybe it is possible to turn this bug into a feature of selecting if original dates/times should be synced or if sync time should be used.
I could see a use case for each one of those scenarios if optional.
